چکیده

The liability regime governing geologic carbon sequestration will shape the technology’s costeffectiveness and overall attractiveness. Key cradle-to-grave issues affecting liability include choice of liability regime, mandates for corrective action in case of leakage or accident, the need for insurance, and determination of potentially responsible parties. Rather than assuming that the existing liability regime continues to govern, we investigate regulatory analogs (natural gas, radon, low-level radioactive waste, and hazardous waste) and compare the liability issues to the current state and possible evolution of liability for sequestration projects.

Climate Change and Carbon Sequestration: Assessing a Liability Regime for the Long-term Storage of Carbon Dioxide

As the world struggles with how to address climate change, one of the most significant questions is how to reduce increasing levels of carbon dioxide (C0 2) in the atmosphere. One promising technology is carbon capture and sequestration (CCS), which consists of capturing C0 2 emissions from power plants and industrial sources and sequestering them in deep geologic formations for long periods of...

Framing the Long-Term In Situ Liability Issue for Geologic Carbon Storage in the United States

This paper examines how legal standards of liability may apply to geologic carbon storage. The liability regime governing geologic carbon storage will shape the technology’s cost-effectiveness and overall attractiveness. We classify potential sources of liability into operational, in situ, and climate liability. As a first step, we explore in situ liability in the United States. After summarizi...

Development of a framework for long-term performance assessment of geologic CO2 sequestration sites

Long-term performance and risk assessment related to geologic CO2 storage needs a robust and reliable framework. We have used the science based prediction approach to develop such a framework. The approach couples the fundamental physical and chemical processes to a systems level model. The coupling is achieved by developing probability functions through integration of laboratory/field experime...

A Numerical Simulation Framework for the Design, Management and Optimization of CO2 Sequestration in Subsurface Formations

This framework is constructed based on in depth understanding of the physics in the parameter space of interest for geologic sequestration of CO2, accurate and computationally efficient numerical algorithms for modeling of highly detailed descriptions of large-scale porous formations, and a flexible extensible computational framework for the optimization of real CO2 projects during both the inj...

How to deal with risks of carbon sequestration within an international emission trading scheme

We address how carbon capture and sequestration (CCS) should be embedded in an international emissions trading scheme. We describe the intertemporal aspects of Carbon Sequestration Bonds (CSB) that we had formerly suggested as incentives for profit-oriented firms and investors to use only sites with a reasonable low leakage rate. CSB shall also support long-term liability rules for an optimal a...
